Philadelphia Drug Bust Nets $6M in Fentanyl and Cocaine, Two Charged

Months-Long Investigation Ends in $6 Million Seizure

A Philadelphia drug bust spanning multiple states has resulted in the seizure of fentanyl and cocaine worth an estimated $6 million, District Attorney Larry Krasner announced this week. Two people, Raabitah Reynolds, 46, and Ephraim Ramsey, 51, now face charges including possession with intent to distribute and criminal conspiracy after a months-long investigation that stretched from South Philadelphia to Brooklyn and the West Coast.

It Started With a Traffic Stop on the Ben Franklin Bridge

The case began on December 12, 2025, when Delaware River Port Authority police stopped a vehicle driven by Reynolds on the Ben Franklin Bridge as it returned to Philadelphia from New York City. Officers recovered a Glock 9mm handgun and drug packaging materials during the stop, a discovery that opened the door to a much larger network.

That single stop led investigators to a search warrant for a home on the 2000 block of Pemberton Street in South Philadelphia, where they say they found two kilograms of fentanyl, pills, a gallon jug of PCP, and three handguns.

Kensington Stash House and a Brooklyn Pill Mill

The investigation then traced back to Khalil Dandy, identified by investigators as a dealer supplied by Reynolds who ran a street-level operation at E Street and Kensington Avenue, packaging narcotics out of a residence near 12th and Chestnut streets before distribution. After a controlled purchase of crystal methamphetamine and fentanyl, investigators executed search warrants on March 18, 2026, at Dandy’s stash house and residence, recovering 171 flip tops of crack cocaine, 80 packets of fentanyl, six flip tops of crystal methamphetamine, bulk fentanyl and crack cocaine, a scale, and a money counter.

The trail didn’t stop in Philadelphia. A referral to the New York DEA Task Force led to search warrants at a Brooklyn apartment investigators described as a pill mill, where more than 20 kilograms of fentanyl and two loaded firearms hidden inside a speaker were recovered.

58 Kilograms of Cocaine Hidden in Shipping Containers

Investigators say Reynolds was also tied to bulk cocaine sales sourced from a West Coast supplier. Search warrants executed July 7 and July 9 at two shipping facilities uncovered 58 kilograms of cocaine hidden inside shipping containers. Ramsey was arrested as the intended recipient of the shipments.

Reynolds was later arrested by Philadelphia police in the 12th District in Kingsessing after allegedly jumping from a second-story window while trying to flee. A search of her vehicle turned up two more Glock handguns, and a search of her residence near City Avenue allegedly uncovered more than 2,000 counterfeit pills made to resemble oxycodone and Adderall that contained fentanyl. A separate search of an Olney home investigators say was being prepared as a stash house turned up an AR-15-style semiautomatic rifle without a serial number.

Charges and Bail

Reynolds faces two counts of possession with intent to distribute, two counts of criminal conspiracy, possession of a firearm by a prohibited person, criminal use of a communication facility, and simple possession. She is being held on $1 million bail total across two cases. Ramsey faces possession with intent to distribute, criminal conspiracy, criminal use of a communication facility, and simple possession, and is being held on $750,000 bail.

“Taking these drugs off the street should send a message that we will not allow drugs and the individuals responsible for supplying and trafficking them to destroy our neighborhoods,” Krasner said, crediting coordination between local, state, and federal law enforcement partners. Officials describe the investigation as active and ongoing.
